In brief the problem is RTL8723BE has two antennas. Ubuntu if finds the signal in one antenna, is not looking for signal strength in other antenna. So it's not connecting to WiFi.
Because of this we are ending up in not detecting the wifi.
Not sure how windows is able to manage this condition.
Temporary solution is we need to manually find the signal strength and choose the antenna.
May be Ubuntu need to work on finding fix for this signal strength.
